About the Group


Corporate Centre Group
The Corporate Centre Group provides corporate systems, services, solutions and facilities to enable HM Treasury Group to deliver effectively and efficiently. It currently consists of 6 teams: Commercial; Correspondence and Information Rights; Finance; HR; Information and Workspace Services and Treasury Group Shared Services.  We provide a vast array of services and solutions that enable the Treasury and its ALBs to operate effectively. It is a large group of over 150 staff – based in London and Norwich. It is a diverse group – both in terms of backgrounds and ways of working; and staff are supported to work a large variety of working patterns.


About the Team


For some time, HM Treasury has been considering the case for a second policy location outside London. The greater diversity and range of perspectives this will bring will strengthen our teams' ability to advise Ministers and develop economic policy. It will also support our efforts to be more reflective of the country as a whole. A second policy location will support the government’s levelling up agenda and help shift the gravity of economic decision making away from London and the south east.


To do this successfully the Treasury will need to change the way it works, both in terms of how and where we develop policy and make decisions and in the technology we use to support our teams. Currently, Treasury’s policy development capabilities are based in a single office in London, with a small office in Norwich that houses Treasury Group Shared Services. Our intention is to move away from this model and locate policy officials in a new office in the north of England. We know this will require significant culture change across the whole department to ensure the new location is effective in the long-term. This new multi-site model will help to support our efforts to recruit and retain a high-performing and diverse workforce that is representative of the public it serves.


The Treasury Future Location team will deliver a wide-ranging programme of work, with cross-departmental workstreams, to deliver a multi-site model that is capable of supporting work to meet the department’s objectives and continue to provide Treasury ministers with an excellent service both during the transition and in the long term. The team will also work closely with other government departments to establish the new office as part of a civil service economic decision-making hub.


Key accountabilities


1. Lead the Programme Management Office to support the project in the delivery of Business Case benefits and outcomes, using standard methodology project management.


2. Support the Programme Manager in the development of Business Case with input from specialists as necessary.


3. Develop and agree budgets for projects and/or programmes, manage programme budget and forecast actual costs against them.


4. Build, run, set direction and guide the Programme Management Office team including a business support role that also acts as PA to the Programme Manager; and support the Programme Manager in the identification, recruitment, development, deployment and reassignment of resources throughout the project lifecycle.


5. Establish the project processes and standards for managing risks and issues. Provide assurance on the effectiveness of Risk and Issue management arrangements.


6. Ensure appropriate governance is in place and arrange assurance reviews at appropriate points in the project lifecycle. Monitor the effectiveness of controls and ensure that recommendations from external reviews are acted upon.


7. Establish and implement protocols to change the scope of projects and/or programmes and update configuration documents as required.


8. Establish and operate project controls, reporting on project progress and status to appropriate bodies. Ensure learning from experience is cascaded across the organisation.

Managing Successful Programmes qualification or equivalent.

1. Proven track record in building and leading a Project Management Office in a significant programme.


2. Knowledge and experience of using project management principles and processes.


3. Ability to build and run strategic and long-term relationships with key internal and external partners at pace.


The lead criteria is:   Proven track record in building and leading a Project Management Office in a significant programme.
