About the Group

Corporate Centre Group

The Corporate Centre Group provides corporate systems, services, solutions and facilities to enable HM Treasury Group to deliver effectively and efficiently. It currently consists of 6 teams: Commercial; Correspondence and Information Rights; Finance; HR; Information and Workspace Services and Treasury Group Shared Services.  We provide a vast array of services and solutions that enable the Treasury and its ALBs to operate effectively. It is a large group of over 150 staff – based in London and Norwich. It is a diverse group – both in terms of backgrounds and ways of working; and staff are supported to work a large variety of working patterns.


About the Team

For some time, the Treasury’s has been considering the case for a second policy location outside London. The greater diversity and range of perspectives this will bring will strengthen our teams' ability to advise Ministers and develop economic policy. It will also support our efforts to be more reflective of the country as a whole. A second policy location will support the government’s levelling up agenda and help shift the gravity of economic decision making away from London and the south east.

To do this successfully the Treasury will need to change the way it works, both in terms of how and where we develop policy and make decisions and in the technology we use to support our teams. Currently, Treasury’s policy development capabilities are based in a single office in London, with a small office in Norwich that houses Treasury Group Shared Services. Our intention is to move away from this model and locate policy officials in a new office in the north of England. We know this will require significant culture change across the whole department to ensure the new location is effective in the long-term. This new multi-site model will help to support our efforts to recruit and retain a high-performing and diverse workforce that is representative of the public it serves. The Treasury Future Location team will deliver a wide-ranging programme of work, with cross-departmental workstreams, to deliver a multi-site model that is capable of supporting work to meet the department’s objectives and continue to provide Treasury ministers with an excellent service both during the transition and in the long term. The team will also work closely with other government departments to establish the new office as part of a civil service economic decision-making hub.


Key accountabilities

1. Develop the business change strategy to include relationship analysis, impact/resistance analysis, communications strategy/plan, coaching plan, benefits realisation, training plan and resistance management tactics/plan.

2. Complete comprehensive change impact assessments for all projects, producing high quality documentation which dovetails with project plans.

3. Deliver the business change strategy by designing actionable deliverables and running these to completion.

4. Work across the business, developing tactics to engage with partners and support them through change. This will include coaching the project team, senior leaders and sponsors to enable them to be effective in leading change.

5. Lead communication and deliver high quality communication products using a variety of channels.

6. Define business benefits and identify metrics to track the realisation of these.

7. Actively monitor these throughout the project and monitor success.

8. Perform change readiness assessments and input to go/no go implementation decisions identifying and reporting risks and issues to project managers.

A Prosci business change qualification.


Required Behaviours, Experience and Technical Skills

• Experience of leading business change and realising benefits using Prosci within a major people centred change programme

• Successful use of Prosci change management disciplines, approaches, tools and methodologies

• Ability to build and run strategic and long-term relationships with key internal and external partners at pace

The lead criteria is:   Experience of leading business change and realising benefits using Prosci within a major people centred change programme.
