About the Group

Corporate Centre Group

The Corporate Centre Group provides corporate systems, services, solutions and facilities to enable HM Treasury Group to deliver effectively and efficiently. It currently consists of 6 teams: Commercial; Correspondence and Information Rights; Finance; HR; Information and Workspace Services and Treasury Group Shared Services.  We provide a vast array of services and solutions that enable the Treasury and its ALBs to operate effectively. It is a large group of over 150 staff – based in London and Norwich. It is a diverse group – both in terms of backgrounds and ways of working; and staff are supported to work a large variety of working patterns.


About the Team

For some time, the Treasury’s has been considering the case for a second policy location outside London. The greater diversity and range of perspectives this will bring will strengthen our teams' ability to advise Ministers and develop economic policy. It will also support our efforts to be more reflective of the country as a whole. A second policy location will support the government’s levelling up agenda and help shift the gravity of economic decision making away from London and the south east.

To do this successfully the Treasury will need to change the way it works, both in terms of how and where we develop policy and make decisions and in the technology we use to support our teams. Currently, Treasury’s policy development capabilities are based in a single office in London, with a small office in Norwich that houses Treasury Group Shared Services. Our intention is to move away from this model and locate policy officials in a new office in the north of England. We know this will require significant culture change across the whole department to ensure the new location is effective in the long-term. This new multi-site model will help to support our efforts to recruit and retain a high-performing and diverse workforce that is representative of the public it serves. The Treasury Future Location team will deliver a wide-ranging programme of work, with cross-departmental workstreams, to deliver a multi-site model that is capable of supporting work to meet the department’s objectives and continue to provide Treasury ministers with an excellent service both during the transition and in the long term. The team will also work closely with other government departments to establish the new office as part of a civil service economic decision-making hub.


Key accountabilities

You will be responsible for developing the people strategy that underpins the programme and the subsequent delivery of key people elements of the programme. Accountabilities include:

1. Producing and getting Board agreement to a programme People Strategy consistent with existing policies setting out the approaches, policies, processes and costs to enable the delivery of the programme, including staffing a new office, relocations, the training delivery programme for the new technologies and ways of working being introduced.

2. Leading and managing the delivery of the People Strategy, including potential management of project delivery teams

3. Supporting recruitment and retention for wider programme team

4. Working closely with the Treasury’s Human Resources team, ensuring strategic and process alignment and that potential opportunities and risks posed by the programme are identified and dealt with appropriate.

Required Qualifications:

MCIPD qualified or equivalent experience as a senior HR practitioner.


Required Behaviours, Experience and Technical Skills

1. Proven track record of successfully working in an HR role as part of a major organisational change programme.

2. Proven skills and knowledge of developing and implementing people strategies in an organisation.

3. Ability to work collaboratively in a team environment and influence stakeholders


The lead criteria is:   Proven track record of successfully working in an HR role as part of a major organisational change programme.
